The Case For Construction and Demolition Waste Management

Many General Contractors (GCs) have asked the question: “Why Should I care or bother with the expense of recycling Construction and Demolition (C &D) waste”? It’s a fair question, one which deserves a straight forward answer.

To begin exploring this question we must first acknowledge a simple fact – Landfill space is not an infinite commodity. That is – the available landfill space will not last forever. Secondarily, shipping landfill material oversees is not an option. Shipping material oversees at best offers a temporary solution and backloads the problem on to the following generations. So let’s focus on a permanent solution for the sake of future generations.

It is a well known fact that construction activities generate millions of tons of construction and demolition debris each year, filling our landfills at an astonishing rate. General Contractors have several options open to them. First is the traditional method – landfill everything. Second is limited recycling, namely plastics, metals and wood/paper. Third is full recycling – everything except toxic materials. Let’s explore each option.

The traditional building method allows the general contractor to focus on the here-and-now, forgoing any thought of the future altogether. The GC estimates the number of hauls required throughout the construction process and prices that activity into his/her commercial bid. Tip fees, fuel surcharges, and delivery fees are passed directly to the project owner or the representative – it’s simple and clear cut.

This method is inline with GCs who are not pursuing any “Green” building certification. For GCs who believe in this method, consider your current position. Sure, you may have enough work right now, maybe even a backlog. But realize that “Green” building is here to stay and traditional building requirements will continue to shrink – worldwide.

What’s driving these changes? Regulation, energy pricing, raw material cost, global warming/climate change, consumer preference, and societal norms all contribute to our current situation. Clearly, these traditional GC’s must change their waste management methods in order to survive in the new “Green” environment. Let’s take a look at the second option.

I call the second option “taking baby steps” for GCs new to construction material recycling. Depending on the project the owners – GCs may attempt to recycle the “low hanging fruit” like metal, wood/paper, and plastics. Most General Contractors experience limited success because most are not familiar with proper C & D management techniques, processes or procedures. This failure to understand waste management practices generally leads to a very unhappy project owner.

But the situation is recoverable if the GC chooses to engage a professional waste management firm early in the project development process. Second, an active waste management firm will have access to local recycling markets. This helps the General Contractor market their construction waste to these recycling firms, perhaps realizing a revenue stream to defray the waste management cost. This realized revenue must be negotiated upfront and well understood by all parties – including the project owners.

Finally, let’s review the third option. The most preferred option is the third: full scale construction waste recycling. It’s a challenge that few General Contractors and “Trash” haulers are willing to undertake. However the professional waste management firm and the GC can achieve a high level of recycling success but it requires a great deal of trust, cooperation, and site coordination between them.

Modern “Green” building programs make recycling a priority. As such, the GC should look for project owners, architects, and engineers who write clear recycling specifications with stated waste reduction goals. This implies upfront planning, material identification, and documentation. Along with receiving clear specifications and waste reduction goals, the GC must educate all jobsite personnel regarding the recycling program and its importance.
